Basically, truing, is adjusting the nipples in the rim of the wheel, tightening or loosening the spokes that create tension on the rim. If a spoke or nipple have become loose or overly tight in someway, it can create dips in the rim itself, or a latteral "wiggle" to the rim itself, visible while riding.
