One of the easiest ways to implement a bike education program is to adopt someone else's. The League of American Bicyclists (LAB) has the only nationally recognized curriculum called BikeEd. The LAB can certify member(s) of your organization to be a League Certified Instructor (LCI) with this comes teaching resourses and insurance for teaching classes on the street.
